Benefits & HRIS Technician

Classification Summary:
The incumbent supports the administration of employee benefits and assures the functionality of Human Resources Information Systems (HRIS) to support various HR programs for payroll processing, election and payment of benefits, reporting and more. All positions in the Human Resources department are expected to develop and support initiatives and programs to foster a sense of belonging among employees, ensuring that all faculty and staff feel valued, respected, and engaged within the College's culture.

Minimum Education and/or Training and Experience:

• Associate's degree and three years relevant experience or an equivalent combination of education and experience;
• Experience with data audits, reporting and system administration;
• Demonstrated experience handling sensitive information with the utmost integrity and confidentiality;
• Strong problem-solving skills and technical troubleshooting abilities to resolve system-related issues and ensure functionality;
• Excellent communication and interpersonal skills to effectively interact with employees, vendors, and stakeholders;
• Initiative to complete tasks independently and manage multiple priorities in a fast-paced environment while maintaining excellent attention to detail;
• Strong analytical skills with the ability to handle large amounts of data accurately;
• Proficiency with Microsoft Office or Google Suite

Preferred Education and/or Training and Experience:

• Direct experience implementing HR information systems
• Knowledge of and experience with PeopleAdmin, Ellucian Banner, and FAST reporting
• Understanding of HR compliance requirements

Licensing Requirements:

Classification Duties:

1. Maintain systems and proactively scan for, troubleshoot, and resolve any system-related technical issues that could impact end-user experience, data integrity, or overall end-to-end system functionality. Provide technical support and guidance to assist end users with system-related questions. And, collaborate with vendors, IT and other resources as appropriate on technical issues and new system development.
2. Design workflows, automate processes, configure systems, and test and implement new technology functionalities and enhancements in systems for ongoing improvement and excellence in HR and payroll processes. Provide end-user guidance as needed. Lead or participate in HR-related projects, such as system migrations, benefits plan changes, or compliance audits.
3. Develop customized, routine and ad hoc reports as requested by department management and external stakeholders, and coordinate data collection and respond to surveys and institutional reporting requirements on behalf of Human Resources.
4. Assist the functions of Human Resources through timely and accurate data entry to terminate all positions and add or modify staff/faculty positions, employee benefits and employee information in the HRIS. Perform routine data audits to confirm accuracy and integrity of all data in the HRIS and related interfaces.
5. Track, process and submit new benefits enrollments, changes, and terminations utilizing benefits platform and individual provider websites. Reconcile monthly invoices to ensure benefit elections align with carrier invoice, HRIS and payroll deductions, and prepare and pay benefit vendor invoices. Upload contribution data to the respective platforms and facilitate the transfer of funds to vendors, ensuring timely and accurate payment processing. Pay and record all monthly, quarterly and annual vendor fees and transactions related to the College's self-insured status, ensuring accurate payment and documentation.
6. Monitor employee eligibility for healthcare benefits, track coverage, and ensure accurate data entry in compliance with Affordable Care Act (ACA) regulations. Assist in preparing and submitting required annual IRS forms and maintain accurate reporting.
7. Prepare, issue, and track FMLA paperwork, including eligibility notices, designation letters, and return-to-work documentation, while ensuring compliance with all FMLA deadlines. Conduct outreach as needed to support employees throughout the process. Ensure accurate maintenance of FMLA leave records and proper tracking of all employee leave usage.
8. Serve as the point of contact for workers' compensation claims, ensuring timely processing of claims. Assist supervisors and employees with filing workers' compensation claims, including coordinating medical documentation and reporting requirements. Track claims and follow up with insurance carriers. Maintain and update workers' compensation records, ensuring claims and leave details are entered into the HRIS accurately.
9. Meet with employees who are resigning to review clearance procedures, prepare and process COBRA paperwork, ensure all necessary forms and documentation are completed, and provide information on final benefits and payroll processes.

Position Duties:

1. Create new full-time and part-time employee accounts in Ellucian Banner.
2. Serve as a point of contact for employees regarding benefits questions, issues, and claims.
3. Assist with annual open enrollment including completing the plan build, testing and launching open enrollment in the benefits platform; preparing and distributing materials from carriers; and, tracking and submitting changes to carriers and payroll.
4. Assist with the annual position roll process, including updating salary tables.
5. Maintain the full-time and part-time employee budget spreadsheet throughout the year and assist in verifying accuracy of budget entries.
6. Represent the Human Resources department on the Technology Committee.
7. Serve as back-up to HR Administrative Specialist to assist in high volume times or absence with tasks such as onboarding, phone calls, walk-ins, background checks, PEAHIRing, and E-verify.
8. Serve as back-up to Payroll Coordinator on timesheet and leave report questions and issues.
9. Develop and support initiatives and programs to foster a sense of belonging among employees, ensuring that all faculty and staff feel valued, respected, and engaged within the College's culture.
